IT Sourcing Manager
An industry leading opportunity for a Category Manager to join a global engineering services business based in Portsmouth with a salary up to £60,000. This procurement management position has been created due to business growth & a new large-scale project. The Sourcing Manager will sit in the project procurement team, with excellent progression opportunities into a Senior Sourcing Manager position over the next few years.
Candidates will have previous experience within sourcing specifically within the IT & technology category, at sourcing manager, category manager, or procurement manager level, and be keen to progress in their career.
Role responsibilities of the IT Sourcing Manager include:
Strategy Creation within an IT sub-category:
- Creation of new /refinement of existing sourcing strategies and recommend suggestions for improvement.
- Develop and maintain an ongoing pipeline of savings opportunities.
- Formulate category-specific procurement policies and lead implementation.
- Develop new product/service specifications in cooperation with client.
- Monitor category trends and conduct market research to support the development of appropriate category strategies.
- Build and manage baseline spend information for specific IT Sub categories
Execution within an IT sub-category:
- Manage all aspects of the sub category including both sourcing and supplier management activities.
- Execute sourcing strategies by working with key stakeholders to develop supplier evaluation and selection criteria, as appropriate for each spend category as part of agreed procurement strategy.
- Conduct RFx activities, utilising eProcurement/eSourcing tools as necessary (including managing the process of obtaining approved nondisclosure agreements), to build short-list of potential suppliers.
- Lead the negotiation with suppliers, working closely with technical, commercial and legal support.
- Manage the contracting process including ensure that all appropriate due diligence of supplier capabilities, market and financial position is undertaken.
- Obtain savings approvals and record all savings achieved through sourcing activities.
- To procure goods and services on behalf of the stakeholders ensuring best value is obtained
- To negotiate improved terms and conditions where possible to enhance the purchasing benefits with suppliers
- Within a sub category ensure that for all key spend areas a supplier management process is implemented including getting executive sponsor, developing standard review agenda, reviewing supplier performance, developing continuous improvement plans, looking for opportunities to innovate etc.
- To liaise with Procurement Function across the Group to assess synergy's and support any synergy initiatives
Governance within a sub-category area:
- For significant spend areas/contracts define sourcing (buying) and contracting process and implement working closely with sourcing administrator.
- To provide guidance and support to the business to ensure a smooth and efficient purchase, invoicing payment process.
- Implement and support enforcement of buying and contracting processes within that sub category.
- Manage the financial/legal approval process for spend within that sub category
- Maintain appropriate records (such as SLAs, pricing and terms) for spend categories under management
- Perform ongoing operational reviews of contract performance for categories in scope including the timely reporting of potential issues / risks.
- Define and manage contractual and supplier relationships in collaboration with the client, including establish appropriate metrics and monitoring and reporting on supplier performance.
Person Specification of the IT Sourcing Manager:
- Able to demonstrate a proven track record in developing and executing successful procurement strategies
- Experience in sourcing, contract negotiation, contract management and supplier relationship management
- Confidence and ability to demonstrate the value that professional procurement can deliver to the organisation
- Strong contract negotiator with a good appreciation of commercial law
- Self-starter, demonstrating initiative, ability to motivate, positive and customer focused attitude
- Ability to work in a fast-paced and results driven team environment
- Entrepreneurial view on complex tasks and clear attitude to deliver high value to internal and external clients
